HR software is a digital platform that helps a business manage its people, automate everyday HR tasks, and meet all of its compliance requirements. Usually a cloud-based solution, its defining characteristic is that it brings many essential HR functions into one place, including employee records, leave management, performance tracking, reporting, and workforce administration.
The best HR software for UK businesses: compare the options

Dans cet article
HR management has become far more complex than simply maintaining employee records. Today, HR teams in the UK have a lot on their plate. Employment legislation keeps changing. HMRC compliance, PAYE, and auto-enrolment don't pause. Add hybrid working, performance tracking, and heavier reporting demands on top.
Even if your HR professionals aren't directly responsible for all of those functions, it often falls to them to coordinate them across departments. On top of all that, they also want to ensure a consistent, effective employee experience at every touchpoint.
It's not surprising, then, that admin consumes so much of the working week. Nine in 10 HR managers spend more than a quarter of their day on repetitive administrative tasks, while nearly 40% spend more than half their day on admin alone.
That burden only gets worse if they’re dealing with disconnected systems, unaligned processes, duplicated tasks, and manual handling. Plus, these challenges increase the risk of errors.
By bringing employee data, payroll, workflows, and reporting all into one, unified place, the right HR software can reduce the amount of admin your HR team does and help minimise risk.
To help you find the right solution for your human resources needs, we've taken an in-depth look at 15 of the leading HR software platforms available to British businesses. We’ve gone beyond the headlines to analyse:

Comparing the top 15 HR software options for UK companies
Let’s take a deeper dive into what each platform offers, where it excels, and whether there are any issues or limitations you need to consider.
1. Rippling
Rippling’s HCM combines all the core HR, payroll, benefits administration, and IT management capabilities into a single system. That means employee data flows automatically across departments. Unlike traditional HR platforms that stitch separate systems together using third-party APIs, Rippling's single unified data model means HR, IT, payroll, and finance workflows all run from a single source of truth.
When, for example, an employee changes role, salary, or location, Rippling automatically triggers the necessary updates to flow through to all the relevant processes, from updating payroll to modifying system and app access, all without duplicating administrative work or your team having to reconcile records manually.

Source: Rippling
For UK organisations managing compliance around payroll processing, HMRC Real Time Information (RTI) filing, and pension auto-enrolment, this unification can help reduce friction between departments and reduce the risk of errors.
Rippling also provides a high level of automation across everything, from the onboarding process to device provisioning, so HR teams don't have to handle as many repetitive admin tasks. And that can save a lot of time.
A Forrester Total Economic Impact study found that Rippling customers increased HR, payroll, and finance operational efficiency by 42%, with some organisations saving the equivalent of up to three full-time employees' workload.
The platform also incorporates Rippling AI, which HR teams can use to automate complex policy enforcement, build customised cross-departmental workflows, generate reports using simple prompts, and have anomalies flagged before they become issues.
Why companies choose Rippling
Unified HR, payroll, and IT management within one platform
Strong automation across the employee lifecycle
Reduced manual reconciliation through automated data syncing
"Feature-packed all-in-one platform for managing people" Rippling Capterra review
Things to consider
Its broad functionality may exceed the needs of very small businesses
Pricing is typically custom-quoted rather than publicly listed
Availability of trial options varies depending on the products selected
2. Workday
Workday HCM is best suited to large enterprises managing complex and often global workforces. Its strength lies in its depth: advanced people analytics, workforce planning tools, and configurable HR processes all designed to support multiple entities and locations.
For UK enterprises operating across multiple regions, Workday’s analytics tools and governance controls are highly valued. The platform offers strong support for talent management, performance tracking, and organisational modelling, making it ideal for businesses that prioritise data-driven HR decision-making.
That said, Workday’s breadth and configurability can lead to longer implementation timelines and higher total cost of ownership than mid-market-focused HR software solutions. It’s typically best suited to organisations with dedicated human resources information system (HRIS) teams and the resources to manage enterprise-level deployments.
Why companies choose Workday
Advanced analytics and workforce planning tools
Strong support for complex, multi-entity organisations
Mature governance and reporting capabilities
"A great tool for employee record management. With a clean ui it offers a seamless experience to the users" Workday Capterra review
Things to consider
Implementation can be lengthy and resource-intensive
Pricing is typically geared towards larger enterprises
It may offer more functionality than medium-sized businesses require
3. Sage People
Sage People is a cloud-based HR software solution built on Salesforce and designed primarily for mid-sized organisations. It's a particularly good fit for organisations already using other Sage business software, although it also integrates with a range of third-party systems.
The platform offers core HR functionality, workforce analytics, and talent management tools, with a focus on visibility and reporting. For growing businesses that need stronger insight into headcount, performance, and workforce costs, Sage People offers structured reporting dashboards and configurable workflows without the complexity of an enterprise solution.
Its strongest fit is within the wider Sage ecosystem. Organisations seeking a fully unified HR, payroll, and finance platform may need to evaluate how Sage People integrates with their wider technology stack. Implementation can also entail careful configuration, especially for businesses with layered approval structures.
Why companies choose Sage People
Strong alignment with Sage finance and accounting tools
Configurable workflows for growing mid-market teams
Solid workforce reporting and analytics capabilities
"very positive, do use it regularly for payroll." Sage Capterra review
Things to consider
Best suited to organisations already using Sage products
May require external support during implementation
Less suited to highly complex multinational enterprises than dedicated enterprise HCM suites
4. Oracle Fusion Cloud HCM
Oracle Fusion Cloud HCM is a comprehensive enterprise human capital management suite, designed for organisations operating at scale. It’s part of Oracle’s broader cloud ecosystem, which means HR, finance, and enterprise resource planning (ERP) functions can sit together within a single infrastructure.
Oracle's extensive localisation, configurability, and support for global HR processes make it well-suited to multinational organisations. The platform delivers advanced workforce modelling, talent management, and succession planning, along with solid security and governance controls. Businesses already invested in Oracle’s wider technology stack may find integration smoother than adopting a standalone HR platform.
That level of depth, however, brings complexity. Oracle Fusion Cloud HCM is typically best suited to organisations with dedicated internal teams that can manage configuration, reporting, and optimisation. Smaller or less complex businesses may find the implementation footprint heavier than required for their needs.
Why companies choose Oracle Fusion Cloud HCM
Strong alignment with Oracle’s finance and ERP systems
Advanced configurability for global enterprise structures
Strong governance and support for global HR operations
"Easy to use with a clear outline of what needs to be done. Breaking out into Tasks/Activities is easy to manage." Oracle Capterra review
Things to consider
Implementation can consume extensive resources
Often priced for larger enterprise budgets
May exceed the requirements of most mid-market organisations
5. Zoho People
Zoho People is a cloud-based HR software platform used by businesses worldwide, including those in the UK, and it’s designed for small and mid-sized organisations seeking affordable, modular HR software. It’s part of the wider Zoho ecosystem, which includes CRM, finance, and productivity tools, making it appealing to organisations already using the Zoho product suite.
The platform handles core HR functions, including employee records, leave management, attendance tracking, and performance reviews. For UK small businesses that want to digitise HR processes without committing to enterprise-level pricing, Zoho People offers a relatively affordable entry point. Its modular structure allows teams to scale functionality gradually as needs continue to evolve.
Zoho People prioritises accessibility over enterprise depth. Larger organisations or those with complicated compliance and reporting requirements may require more advanced HR platforms.
Why companies choose Zoho People
Competitive pricing for small and growing businesses
Flexible, modular feature structure
Integrates with the wider Zoho business suite
"Zoho provides excellent value for money." Zoho Capterra review
Things to consider
It’s less suited to complex, multi-entity organisations
Advanced analytics capabilities are more limited
Integration depth may depend on wider Zoho usage
6. Dayforce
Dayforce HCM is ideal for organisations where payroll accuracy, compliance, and workforce scheduling are core business priorities. The platform places strong emphasis on time tracking, pay calculations, and labour management, which may be especially relevant for industries with shift-based workforces.
For UK businesses managing hourly employees, overtime, or complex pay rules, Dayforce’s continuous (real-time) payroll engine and workforce management tools are where it excels. It helps bring payroll and time data together, reduces reconciliation issues, and improves visibility into labour costs.
While Dayforce is particularly well regarded for payroll and workforce management, it also delivers a comprehensive HCM suite covering core HR, talent, and employee lifecycle management. Organisations that prioritise employee engagement or highly specialised talent development capabilities may wish to compare its strengths with platforms that place greater emphasis on those areas.
Why companies choose Dayforce
Strong payroll and workforce management capabilities
Real-time calculation of pay and labour costs
Well-suited to shift-based or hourly workforces
"Overall, Dayforce was a highly efficient tool for tracking and analyzing workforce data." Dayforce Capterra review
Things to consider
Broader HR modules may require additional configuration
Implementation can be complex for organisations with sophisticated pay and workforce rules
Enterprise pricing may not suit smaller businesses
7. SAP SuccessFactors HCM
SAP SuccessFactors HCM is a long-established enterprise HR platform built to support large, multinational organisations. As part of the wider SAP ecosystem, it integrates with finance and enterprise systems, making it particularly attractive to organisations already using SAP ERP or other SAP business applications.
The platform offers a broad range of tools related to talent management, performance, learning, and succession. For UK businesses with international operations, it supports global HR operations with extensive localisation, configurable workflows, and tools that help organisations manage different employment requirements across multiple countries.
However, with that breadth comes complexity. Implementation can require significant planning and internal resources, particularly for organisations customising multiple modules. Mid-sized businesses without dedicated HRIS support may find the system more extensive than required.
Why companies choose SAP SuccessFactors
Deep talent, learning, and performance management tools
Strong connection with SAP enterprise systems
Support for global workforces and localised HR processes
"Great for managing the entire life-cycle of employees" SAP SuccessFactors Capterra review
Things to consider
Implementation can require considerable resources
Configuration may require specialist expertise
An enterprise pricing structure may not suit smaller firms
8. Zelt
Zelt is an HR-focused platform designed to bring employee records, onboarding, HR workflows, and documentation into one place. Its strengths lie in automating employee lifecycle processes, managing HR documents and policies, and giving employees and managers access to all the information and tasks they need.
Most suitable for micro- to mid-sized businesses, the platform also provides advanced controls around data governance, auditability, and policy enforcement, helping businesses keep HR processes consistent.
It may not provide all the integrations and performance required if you scale up to a very large scale, but for SMBs, it provides a very user-friendly interface that can be implemented quickly and securely.
Why companies choose Zelt
Strong employee records and HR data management capabilities
Advanced onboarding and offboarding workflows
High-level data governance, risk monitoring, and auditability
“Zelt makes it easy to manage employee onboarding, offboarding, devices, software access, and HR tasks from a single platform.” Zelt G2 review
Things to consider
Native payroll functionality has limited scope
Workforce management capabilities may be limited for scheduling and shift-based operations
Talent-management capabilities are more standard than advanced
9. MHR
MHR is a UK-headquartered HR and payroll software provider with a strong focus on domestic compliance and workforce management. Its flagship HR platform is iTrent, supported by other workforce management and payroll solutions. It’s particularly well known for its payroll expertise, which makes it attractive to organisations that make accurate pay processing and compliance high priorities.
For UK mid-market businesses that need help navigating evolving UK employment legislation and payroll requirements, MHR’s local compliance knowledge and payroll capabilities deliver. The platform offers core HR functionality alongside workforce management tools and is a serious practical option for organisations looking for a UK-focused solution rather than a globally focused enterprise suite.
MHR excels at payroll and domestic compliance, but its international coverage and ecosystem breadth are more limited than those of other global HR platforms. Those businesses with complex multinational requirements may need additional integrations to fully meet their specific needs.
Why companies choose MHR
Strong UK payroll and compliance expertise
Domestic support and regulatory familiarity
Integrated HR and workforce management tools
"Full package for your HR function and Payroll" MHR Capterra review
Things to consider
It has less global functionality than enterprise HCM platforms
May require integration for advanced international operations
Some capabilities require additional modules
10. HiBob
HiBob (often branded simply as Bob) is a modern HR platform designed for growing mid-market organisations that want stronger engagement and visibility with their workforce. This is all supported by people analytics, delivered without the enterprise-level complexity. Its interface is user-friendly and built with the employee experience front of mind.
The platform covers core HR, performance management, and engagement tools, with reporting dashboards that give leadership teams clearer visibility into workforce trends. It's ideally suited for UK businesses scaling quickly or prioritising culture and staff retention. HiBob offers structured workflows and analytics that support a highly data-informed approach to HR.
While HiBob delivers strong engagement and HR capabilities, payroll functionality varies by market and may rely on native payroll or integrations, depending on the country. Organisations that need deeply embedded payroll functionality within the same system may need to review the integration options carefully.
Why companies choose HiBob
Modern interface designed for employee engagement
Structured performance and people analytics tools
Well-suited to scaling mid-market teams
"Simple, easy to use HR platform" HiBob Capterra review
Things to consider
Payroll may require third-party integration, depending on your region
It’s not positioned as a full enterprise HCM suite
Advanced customisation may be less extensive compared to larger platforms
11. UKG
UKG is known for its workforce management expertise, particularly in time tracking, scheduling, and labour optimisation. It’s often selected by organisations operating shift-based or hourly workforces where an efficient operation depends on payroll accuracy and scheduling visibility.
For UK industries such as retail, hospitality and healthcare, UKG’s labour management tools can support more precise forecasting and overtime control. Its workforce scheduling functions are often more advanced than those found in general-purpose HR software platforms.
UKG also delivers comprehensive HCM capabilities through UKG Pro, but many organisations choose the platform for its market-leading workforce management, scheduling, and timekeeping functionality. Organisations prioritising deep talent development or all-in-one integration across HR, payroll, and IT may want to review and compare a modular structure against more unified systems, such as Rippling.
Why companies choose UKG
Advanced time, attendance, and scheduling tools
Strong labour cost visibility and optimisation features
Well-suited to shift-based and hourly environments
"Overall, UKG Pro stands out as an exceptional tool in my professional toolkit." UKG G2 review
Things to consider
Broader HR capabilities may require the addition of optional modules
Implementation can be complex where workforce rules and scheduling requirements are extensive
Enterprise pricing structure may not suit smaller teams
12. ADP Workforce Now
ADP Workforce Now particularly suits organisations where payroll reliability and compliance with laws and regulations are critical. As part of ADP’s long-established payroll infrastructure, the platform combines payroll processing directly within its core HR functionality.
For businesses that are looking for a tool that offers dependable payroll execution with added HR modules, ADP’s scale and compliance track record are its key strengths. The platform enables workforce administration, time tracking, and benefits management, making it a good option for organisations that need HR and payroll within a familiar payroll-first framework.
While payroll functions are where ADP Workforce Now shines, its user interface is sometimes seen to be less modern than those of newer cloud-based HR platforms. Organisations focused heavily on engagement or integrated IT management may want to compare its structure against more unified systems.
Why companies choose ADP Workforce Now
Established payroll expertise and regulatory alignment
Scalable payroll processing for growing organisations
Integrated core HR and workforce administration tools
"It is an amazing HR solution that meets many needs." ADP Workforce Capterra review
Things to consider
The interface may feel dated compared to newer cloud-based HR platforms
Advanced HR functionality depends on the selected optional modules
Pricing structures may vary based on payroll complexity
13. The Access Group
Access People, part of The Access Group's Access Workspace platform, provides HR and payroll software designed for UK organisations. Its positioning centres on delivering integrated HR, finance, and business software with a particularly strong focus on the UK mid-market.
For UK small and mid-sized businesses interested in a solution that provides local support and is familiar with domestic compliance requirements, the Access Group is a good alternative to larger global platforms. Its HR software covers the core requirements you’d expect, including workforce management, payroll, and HR administration, with additional modules available to meet your specific operational needs.
However, organisations operating across multiple countries or requiring advanced enterprise analytics may find global HCM platforms better suited to their needs. Businesses operating across multiple jurisdictions may require additional integrations.
Why companies choose The Access Group
Strong UK market focus and local support
Integrated finance and HR tools within one ecosystem
Good fit for UK SMEs
"I like the ease of implementation and ongoing use for HR professionals, along with the incredibly broad range of features included." Access Group Capterra review
Things to consider
Less global capability compared to enterprise HCM platforms
Advanced analytics may be more limited
Broader functionality depends on selected modules
14. Leapsome
Leapsome is an HR-focused platform that brings employee data, people processes, and performance management together, providing advanced capabilities across employee records, organisational structures, onboarding and offboarding, HR lifecycle workflows, manager and employee self-service, and HR data governance.
The platform is particularly well-suited to organisations looking to connect everyday HR processes with employee development, performance, and engagement. It provides advanced capabilities for employee experience, usability, and manager enablement, alongside strong tools for performance, feedback, and learning.
However, its strengths are more concentrated on HR and people management than payroll and workforce operations. Businesses with complex payroll or hourly workforce requirements may need additional systems.
Why companies choose Leapsome
Advanced employee records, onboarding, and HR lifecycle workflows
Strong performance management, learning and development, and employee experience tools
Strong HR data governance and auditability
“Leapsome is a great platform for all HR matters, from soft-skills measuring to OKRs and KPIs tracking… It's very easy to use and user-friendly when it comes to the navigation experience.” Leapsome Capterra review
Things to consider
Payroll functionality isn’t a native strength
Scheduling, shift management, and workforce operations are relatively limited
UK payroll-specific capabilities, including native PAYE processing, HMRC RTI submissions, and statutory payments, are limited or dependent on integrations
15. Personio
Personio is a cloud-based HR software provider serving UK and European small and mid-sized businesses. Its focus is on helping growing organisations formalise HR processes, centralise employee data, and introduce structured workflows without the overhead of enterprise software.
SMEs in the UK that are increasing their headcount and introducing more consistent HR processes can use Personio for core HR functionality, absence management, and performance tools, all within a clean, cloud-based interface. The platform is often chosen by teams transitioning from manual spreadsheets or fragmented HR tools to a unified HR system.
While Personio supports scalability for SMEs, it’s not typically seen as a full enterprise HCM suite. Larger organisations with complex multinational operations, extensive localisation requirements, or enterprise-scale HR processes may require additional integrations or a more comprehensive HCM platform.
Why companies choose Personio
Designed for growing small and mid-sized businesses
Centralised HR, absence, and performance management
Clean, intuitive interface with structured HR workflows
“It really makes HR processes smoother and saves a lot of time, both for me as an employee and for the company as a whole.” Personio Capterra review
Things to consider
Less suited to large enterprises or highly complex global organisations
Some advanced functionality relies on integrations or additional modules
Global payroll and compliance capabilities vary by market
What to weigh before you shortlist
The vendor write-ups above show where each platform is strong. These six factors are where the differences actually bite once you're running the system.
1. Payroll: native or bolted on
Half the platforms on this list run UK payroll through an integration rather than in the system itself (Sage People, Leapsome, Zelt, Personio, and HiBob outside the UK). That's fine until a salary change lands in HR and not in the pay run. Ask each vendor to show you the path a pay change takes from the employee record to the payslip, and how many hands touch it.
2. Compliance built for the Act, not the old rules
Two tests cut through most sales demos. Can the system pay statutory sick pay from day one of absence without someone overriding the waiting-period logic? And does it hold six years of annual leave and holiday pay records, which has been a legal requirement since 6 April 2026? If the answer to either is "we're working on it", that's a manual process you're buying.
3. How deep the integrations go
Every vendor says it integrates. The useful question is whether data moves in real time or through scheduled exports you reconcile later. The enterprise suites (Workday, Oracle, SAP) integrate deeply with their own ecosystems. The mid-market tools vary widely. A unified platform such as Rippling keeps HR, payroll, and IT on one employee record, so there's nothing to sync.
4. Who does the implementation
Workday, Oracle, and SAP are typically partner-led deployments measured in months. Personio, Zelt, and HiBob can be live in weeks with your own team. Neither is wrong, but a mid-sized business without a dedicated HRIS lead should be realistic about which camp it can support.
5. Reporting you'll actually use
Leadership wants headcount, cost, and turnover without an analyst building the report. Look for configurable dashboards and the ability to answer a question in plain language. The enterprise platforms win on depth; the mid-market ones win on speed to an answer.
6. What it costs at twice your headcount
Most vendors here quote custom pricing, including Rippling, so compare on structure rather than list price. Ask what triggers a price change (headcount bands, modules, entities, countries) and what the renewal uplift looks like. A platform that's cheap at 80 people and painful at 200 is the wrong platform.
UK employment law changes your HR software needs to handle
The Employment Rights Act 2025 is being phased in through 2026 and 2027. Some of it is already live. Here's what that means for the systems you're comparing, correct as of August 2026.
Statutory sick pay from day one (live since 6 April 2026)
SSP is now payable from the first day of sickness absence, and the lower earnings limit no longer applies. Your payroll system needs to calculate SSP on that basis without a manual adjustment. If yours was updated late, check it isn't still applying the old three-day wait.
Day-one paternity and unpaid parental leave (live since 6 April 2026)
Both are now available from an employee's first day. The 26-week qualifying period is gone. Any leave workflow that checks service length before approving these requests needs updating. Statutory bereavement leave, including for pregnancy loss, is due in 2027.
Six years of holiday records (live since 6 April 2026)
Employers must keep records of annual leave and holiday pay for at least six years. If your leave data lives in a spreadsheet or a tool you'd drop on migration, this is a compliance gap.
Unfair dismissal after six months (from 1 January 2027)
The qualifying period drops from two years to six months, and the cap on compensatory awards is removed. Anyone you hired on or after 1 July 2026 will qualify on the day the change lands. That makes structured probation reviews and documented performance conversations a system requirement rather than good practice.
Guaranteed hours for zero-hours workers (2027, date to be confirmed)
Employers will have to offer a guaranteed-hours contract based on hours regularly worked over a reference period, give reasonable notice of shifts, and compensate for short-notice cancellations. If you run shift-based teams, you'll need scheduling records that show the pattern and the notice given.
Most of this comes down to two things: accurate records and a clean line between HR and payroll. Platforms that hold both on one employee record make the changes routine. Platforms that don't turn each one into a project.
Spend less time on admin, more time on people
The best HR software helps your business reduce administrative work, improve data accuracy, and connect the people, payroll, compliance, and business processes that keep your workforce performing at its best.
From straightforward solutions that automate repetitive tasks and support compliance without unnecessary complexity to enterprise-scale reporting and governance software, there are lots of options available for UK businesses.
Rippling's platform brings HR, payroll, IT, and finance together in one place. Connecting employee data across every stage of the employee lifecycle, it helps eliminate duplicate administration and automate routine workflows, and it gives your teams more time to focus on strategic work instead of manual processes.

FAQs
What is HR software?
How does HR software work?
HR software is essentially a central hub for employee information in a single system, giving your team a single source of truth. So, instead of your team manually updating multiple systems, changes like a new salary, role, or location automatically trigger workflows across HR, payroll, reporting, and compliance. This reduces duplicate admin, improves data accuracy, and reduces the admin burden on your HR team, freeing them up to spend more time on strategic tasks.
How do HR platforms differ from HRIS or HCM systems?
HR platform' is the umbrella term; HRIS and HCM describe how much the platform covers. The sole focus of an HRIS is managing core employee data, such as records, policies, and administrative processes. An HCM does that well, but it goes further. It also includes capabilities like talent management, workforce planning, learning, and performance management.
Can HR software integrate with payroll and other systems?
Absolutely. A good HR platform will integrate with payroll, accounting, benefits, workforce management, and many other business systems, as required. However, bear in mind that the level of integration varies. One of the key questions to ask when comparing platforms is whether it shares data automatically in real time or relies on manual exports and reconciliation.
